European Scouting Invites Legislation

The World Organization of the Scouting Movement has a story about a combined European Scouting group that spoke to the European Parliamentabout the role volunteering should have in their legislative agenda. This seemed weird for a couple of reasons. First, does the EP have any power at all? Wikipedia (my source for pretty much everything and I know it may not be 100% accurate) says that it has no real power except to note that it is the acknowledged agency for the European Union to create regulations when the EU acts as a united body. However, each member country makes its own laws anyway which seems to kind of nullify that. The other weird thing is that the European Scouts are asking for this legislative body to allow the Scouts to do things which sounds like they are ceding their individual charters in their own countries. I don’t get it. I’m definitely not going to ask the UN to say that the BSA or GSUSA are allowed to continue. They shouldn’t be relevant to the activities of our nation’s Scouting groups.
European Scouting met with Members of European Parliament on 8 December to discuss restrictive practices and policies that hinder Scout activities. This meeting was a direct response to Resolution 9/2007 passed by the European Scout Conference, in which the NSOs required the Region to take action in order to ensure the recognition of Scout practices and to provide exciting programme for young people free from unnecessary bureaucratic burden because of regulation.

EU legislation overall should allow the continuation of Scouting and other voluntary activities in Europe.
The European Parliament Committees should pay attention to the impact of European policies and legislation on volunteering;
