Victory Base and Green Zone Council Merger?

From the committee notes posted at the Iraq Green Zone Council blog, it appears that there is not as much community support for the Scouting program as they hope for which seems to prompt the above question.
6. Long-term strategy for combining Victory Council and GZ Council discussed. As we grow, it may make sense to combine efforts and councils. Concerns about geographical differences and convenience. Victory seems to have abundant resources / volunteers.
And a previous items listed is a bit disappointing and seem to provide the rationale for the possible merger.
3. No Pinewood Derby –no participation from children and school leadership. Ramazan will set up a meeting to re-invigorate school leadership.
Can’t have a derby if no one is coming. I find it hard to believe that the pinewood derby didn’t attract participants. It’s one of the highlights of any Cub’s time in Scouting and I know the older boys would participate if it was held. Oh, well.
