		<description>Interesting.  I&#039;ll say its needed as there is no real consistency among National Websites.  I like the idea of providing a quality CMS for the Councils to use.  Wonder if they have been told yet? 

I doubt there will be a tech person at every council.  If I had to guess the tech side will be incorporated into the National Service Desk.  I hope they have the ability for various portions of the site to be updated by various people (staff / volunteers) with the final &quot;publish authority&quot; to be a Council Staff member.  This mirrors how quite a few councils operate.  

I have a feeling this is way off in the future though...</description>
